live in oakland. there's a lot of activity there this morning at all? >> reporter: good morning laura. it's fairly quiet but we've seen police in an suv driving around because of the suspicious fire. we're crossing the corpus christi school where the fire burned. and actually, right now, just a few minutes ago, a fire engine pulled up. you can't see them now, but two firefighters have flashlights looking around in the brush right now. this crew relieving a crew we saw earlier this morning, if you see the pictures we shot. the firefighter we spoke with earlier said the crew, four people per engine, taking turns on three-hour shifts. moving along park boulevard to make sure there are no hot spots that flare up. now yesterday, starting at 2:00 in the afternoon there were five fires in a span of a couple of hours. fire officials say conditions have been ripe for a blaze with dry brush and warm weather. they add flying embers may have sparked two of yesterday's

smaller fires. now with help from the air it took crews a couple of hours to put out fires yesterday. one woman said it's unnerving since it was last friday when there were two other suspicious fires nearby. >> just had a fire less than a week ago on the other side and i've lived here 27 years, i haven't had a fire ever. not that the -- now in less than a week these two big events. something's wrong. >> reporter: people around here are concerned, also sensitive, because this is close to where the oakland hills fire burned in 1991. that was a huge firestorm, killed 25 people, injured 150 others. destroying almost 4,000 homes, apartments and condos. the it hits very close to home here. back here live, you can see the brush, it's fairly dry, a lot of this. you can see how this is fuel that can easily ignite something like a fire. but investigators saying there

wasn't much wind yesterday which also makes this very suspicious. investigations still happening. no reports of any injuries. >> everyone in the bay area gets on alert when you hear fire, oakland hills. hillsborough police need your help, a burglar broke in the back door, 280, the burglar pried open the back door, stole several items from inside. officers are hoping neighbors might have surveillance video that could have captured that suspect. al qaeda militant fighter on the move again, this time laying seize on iraq's largest oil refinery. "today in the bay" bob redell following the latest. >> this has been a lightning offensive, over the past self-days it's believed that the fighters, the al qaeda inspired group isis, has taken control of

six cities in iraq, and they are fighting for six more with the intent of taking battle to iraq's capital city of baghdad. within the past 24 hours, militant fires attacked that country's largest oil refinery with mortar and small arms fire, the scene there on file video before the attack. if the refinery stops producing too long there could be long lines for gasoline and power outages throughout iraq. near kirkuk, a report that isis has kidnapped 60 foreign construct workers building a hospital in that area. there is also video not verified by nbc news of fighters pulling over trucks traveling between iraq and syria, asking drivers if they are shiite or sunni. the driver said sunni like them but unconvinced and executed them. i'll give you a sense how brutal the group has been reportedly. lawmakers in washington, d.c., will meet at the white house today to hear how president obama plans to deal with sunni militants trying to take over

iraq. >> they have a billion dollars, heavy weapons, reports of two helicopters. this an al qaeda army on the move. >> president obama ruled out for a time air strikes on isis because few targets. but might send in special forces to develop intelligence and where to strike the fighters some time down the road. iraqi military claimed to have killed close to 50 isis fighters outside baghdad. >> thank you, bob. the vote on a high profile bill to redefine sexual assault la now on hold until next week. state lawmakers say audrey's law needs more work. the current version require minimum two-year sentence for minors convicted of assaulting someone developmentally disabled or unconscious. audrey was a student at saratoga high. three boys sexually assaulted her and took photographs while unconscious. pictures circulated around

saratoga high, she later killed herself. boys served 30 to 45 days behind bars. advocates will tell the dmv it needs to improve proposed regulations for licenses issued to undocumented immigrants. a state law allows immigrants to get a valid license in january. the group wants dmv wants to make document requirement acc s accessible to immigrants and increase the privacy of applicants and add protects against discrimination, after reports of scammers trying to pose as dmv staff and charging high amounts of money for a license. state regulators will look at ways to better protect our energy substations. "today in the bay's" kris sanchez joins us live at the metcalf station in san jose, damaged in the attack a year ago. >> reporter: i can tell you the metcalf station here behind me is better protected than it was back in april 2013, when someone

rifled a rifle in and took out 10 of 129 transformers. presenting to the public what the utility knows about the incident that took out power as well as land line and cell service, including the 911 system for much of the south county. back in march last year, seertryes went quickly from simple vandalism to terrorism against vulnerable infrastructure. the fbi did not classify the attack as terrorism but february this year a former federal energy chief told the "wall street journal" he considered it the most significant incident of domestic terrorism involving the power grid. pg&e enhanced security here. we've met one of the security guards here this morning. there's also more lighting, cameras, and more fencing. cpuc meeting starts at the auditorium in san francisco this morning. start as the 10:00, but if you can't make it watch a live stream. you can also watch an archived

version of what some answers will be. we can link you from our website nbcbayarea.com. the presentation slated to be just about 20 minutes long. the question and answer session, just 15. interesting to see what comes of that. reporting like, kris sanchez, "today in the bay." the governor's call for water conservation in california has fallen on deaf ears. asking everyone to cut back 20%. the state's first report showed the bay area only cut back by 2%. that's compared to january through may of the last three years. water usage for the entire state is down only 5%. on the other hand, santa cruz managed to cut back by 21%. it should be noted, critics say the survey does not provide a complete picture because not all areas of the state face severe drit. >> it's not like it's improve sod much from earlier in the year. microclimate forecast, as we

take a live look at san francisco. let's leave the drought talk and forecasting up to the person who knows the most about those subjects, meteorologist christina loren. >> you know, i'll be honest for a moment, one thing that i used to do, i would let my shower water warm up, sometimes for a good five to six minutes at a time. that's something i have cut down. i noticed that a lot of people are starting to take action as well. but one thing that you can do, cut down shower usage by five minutes. most people are using their water most abundantly out in their gardens, lawns, so that's where most of our water's going. that's one way to conserve, cut back there, or find mulch or something to replace the lawn. today, a gorgeous day shaping up. at the beach, heat is on. return of the 90s for today and tomorrow. and then that heat's going to back off. as we get into the weekend, which is funny, you think we'd be warming up as we get into the

of course we'll be seeing golden later in the day. >> blue hue there. blue news for southern california, breaking news, major shutdown on one of state's busiest freeway. learning 405 where it insects with 605 orange beach, it shut down in both directs right now. a large steel beam fell on the freeway in a construction zone. one person is injured. we hope to have live pictures from the area shortly. we can imagine what the backup must be at a fthoroughfare. so far, not to reopen until 8:00 this morning. new this morning, investigators in oakland say a bullet that went through the federal courthouse was likely a stray from over the weekend. safety and security procedures under review after the dis covry at the federal building in downtown oakland. the bullet tore through a second story window and wound up in the wall of a jury deliberation room.

fremont city council unanimously approved spending $300,000 in a new security system proposed by police. the new camera system will be able to track people coming in and out of town in an effort to reduce crime. >> video images kept for 30 days and the license plate data kept for a year, unless it becomes direct evidence in a pending criminal case. police say the data will be deleted after a year unless it is linked to a crime. take a peek at the markets this morning before the bell. jackie deangelis, live at cnbc world headquarters. good morning. >> good morning. futures higher this morning after stocks with gains for three straight days despite on housing starts weaker than expected today's focus on the federal reserve. we've got them wrapping up a two-day meeting this afternoon. the fed's not expected to make major policy moves but we are thinking that we will get a

it's burnt through 2600 acres. crews surrounded 85% of the fire, 10 more percent than yesterday. winds supposed to die down today but meteorologists expect temperatures and humidity to rise. 14 people killed when a trisickle taxi packed with explosives view up in nigeria. the bomb detonated by a suicide bomber. in addition to the 14 killed, 26 others were hurt. no one immediately claimed responsibility for that blast but leaders expect boko haram, the same group holding more than 200 school girls hostage. state prosecutors for the boston marathon bombing suspect will meet with a judge to decide the next trial date. pleading not guilty to 30-count federal indictment charging him in the twin explosions last year. the bombs killed three people and injured more than 260 others. >> so sad. 5:20, coming up, taking you out

this wednesday, june 18th. this is "today in the bay." >> from nbc bay area, this is "today in the bay." >> very good morning to you. thanks for joining us. i'm laura garcia-cannon. >> and i'm sam brock. southern california drivers not feeling good about the commute. breaking news from long beach, major shutdown, we are learning the 405 or intersects with the 605 in long beach, shut down right now in both directions. a large steel beam fell on the freeway in a construction zone. one person injured. hope to have live pictures shortly. we're told that both lanes will be closed until 8:00. we'll bring you updates as soon as we can. fire crews spent the night in their trucks making sure that several suspicious fires that started yesterday in the oakland hills did not flare up overnight. investigators are calling fires suspicious. five of them in a span of two hours yesterday afternoon. you can see the two biggest ones

just a half mile apart along park boulevard near highway 13 where we find "today in the bay's" stephanie chuang. are firefighters worried about the flare-ups. >> reporter: good morning to you. yes, they always are, that's why they've got crews here all morning long. i spoke with oakland firefighters who said they've got engines, at least one every three hours, with four firefighters per engine. what they're doing is coming out and making sure that the brush, you know, checking the vegetation, to make sure there are no embers, no smoke. so far, nothing to indicate a flare-up. so far, so good. in the last 20 minutes, we followed this crew as firefighters with flashlights in hand walked around to check for hot spots. checking up on a hose line set up yesterday by firefighters in the canyon. first two fires sparked around 2:00 yesterday afternoon. there would be three smaller fires within the next couple of hours. so five in two hours.

officials say conditions have been ripe for a blaze with extremely dry brush and warm weather. flying embers may have sparked the two smallest fires but add there wasn't much wind. that does add to suspicious nature of the fires. it took crews a couple hours to put out the fires along park boulevard. one woman who spoke with us in the neighborhood is thankful conditions weren't worse, leading what could lead into a volatile situation. >> it could have been a lot worse. canyon's dry, wind was blowing and you can see they did get some of the fire out and the fire would start building. >> reporter: people here sensitive and concerned because it's close to where the 19991 oakland hills fire burned. that killed 25 people, injured 150 others and destroyed nearly 4,000 homes, apartments and condos. that fire was farther up north but hits close to here. firefighters monitoring the half

a mile stretch of park boulevard and making sure there are no hot spots. good news is so far nothing to be worried about. live in oakland hills, stephanie chuang, "today in the bay." in meantime, antioch, firefighters mostly contained a brushfire that threatened 40 homes last night. flames reached 50 to 60 feet in the air coming close to some overhead transmission lines. the fire was reported before 7:30 last night. quickly spread across four acres of a park about a block away from the elementary school. but within an hour, crews stopped the spread of the fire before it damaged homes or buildings. several wooden and metal fences were damaged, an indication of how close a call this was for homeowners. one person was treated for smoke inhalation and released. the cause of the fire is under investigation. the santa clara county fire department and several other agencies setting their own fire this morning between 10:00 and 11:00. the county fire department with

cal fire and santa clara county parks starting a fire at joseph grant county park east of san jose. the department hopes to get its firefighters practice putting out wildfires in a regulated environment. using drip torches and other devices to control and surround flames. the plan approved by several fire experts and planned for a day with what they consider favorable weather conditions. the department says, smoke from the fire will probably dissipate before it reaches san jose. a state audit says regularers are not doing enough to ensure the safety of passengers aboard limos, shuttles and charter buses. five women died last year unable to escape the flames. safety leaders not trying hard enough to make sure carriers are complying with safery requirements. the state public utility commission is taking too long to open investigations and resolve complaints against carriers.

pg&e may finally reveal what it knows about an attack on a south bay substation that cut cell service and raised concerns of terrorism. kris sanchez live with what more could happen at a meeting between regulators. very unnerving when it happened a year ago. >> reporter: right. we don't know what happened here at the metcalf station, only someone took a rifle and shot out 10 of the 12 transformers cutting cell service, lights and even land lines for much of the south county. for the first time today, pg&e's senior director of substations will present to the public utility commission what it knows about last year's incident. in march last year, it went from vandalism to as you mentioned theories of terrorism against a vulnerable infrastructure. the fbi never classified the attack as terrorism, but in february a former federal energy chief told the "wall street journal" he did consider it the most significant incident of

mateo bridge. traffic moving smoothly through there. it will start backing up closer to the 6:00 hour. a look at the roadways this morning. of course, forecast, 5:39. 5:40. >> when is it not hazy around here? a u.s. drone strike targeting militant hideout hit and killed four men in pakistan. pakistani officials say the strike blew up a vehicle and a compound. the compound is reportedly often used as a hideout for al qaeda-linked militant groups the strike was the third in the past two weeks. iraq's oil refinery under siege by al qaeda militants. bob redell joins us with latest developments including a possible u.s. military response. good morning. >> good morning. this morning, president obama will brief lawmakers on how the united states plans to help stop the fighting in iraq. the president has reportedly ruled out air strikes for the time being but might send in special forces to provide intel for iraqi military. >> the president must quickly

provide us with a strategy and a plan that addresses the threat posed by the insurgency the challenge is what is in our interests, what are the consequences to us. >> within the past 24 hours, the al qaeda-inspired group isis has attacked over and reportedly taken over iraq's largest oil refinery, even being back -- beating back iraqi gun ships in the process. this is critical because if the reevenry shut down too long the price of oil could go up. near kirkuk, isis captured 60 foreign construction workers, india confirming many of them are theirs. isis, how fast this group has moved throughout iraq. over the past several days it's believed to have taken over six cities, fighting for six more with intent of move into the capital city of baghdad. in baghdad, shiite men volunt r volunteering to join the military to help eliminate

fighters who are sunnis. you have a shiite versus sunni element. >> exactly. they are gaining so quickly on baghdad. thanks, bob. president obama says he suspected the master mind of the deadly attack in 2012 in benghazi will face the full weight of the american justice system. "today in the bay's" tracie potts joins us live. the suspect held on a ship in the mid terrain yan sea. >> reporter: exactly. headed to the united states where he will some point be in a federal courtroom, u.s. district court, according to the fbi direer who confirms in custody, questioned by a special fbi team. the question is, might he be considered an enemy combatant? not at this point. in fact, they were specific to say the justice department was specific to say, when he gets here, comes to court, he'll get a lawyer. that is not what lawmakers here on capitol hill wanted to see.

many, republicans especially, complaining that this man should be held as enemy combatant, he should be at guantanamo bay, interrogated thoroughly to make sure there are not others involved that we have not captured already or to find out who the others are who were involved so they can be captured. they don't want to see him in a federal courtroom with an attorney lawyered up and not giving up information. we believe he's on the "uss new york." >> interesting. one to watch. thank you. meantime, closer to home, the school district agreed to pay $14 million to two women who accuse the district of covering up teacher misconduct. the women and two others sued saying it failed to investigate accusations that the biologist teacher sexually abused numerous student. witters committed suicide before the investigation was complete. the two other women received $4.6 million last year. >> pollsters could be calling
